National Youth Development Framework under Kamyab Jawan is a pioneer framework that seeks to fulfill Pakistan’s global commitments through youth empowerment and engagement for achieving SDGs, with the main focus on mainstreaming marginalized youth groups. UNFPA Pa-kistan has provided technical assistance to the Kamyab Jawan Programme, through its partner organisation, School of Leadership Foundation. Pursuant to this support, the parties facilitated the Kamyab Jawan programme in their efforts to advocate for increased investment towards the reproductive health and rights of youth and adolescents, through the National Youth Council.

An event was held to welcome the second batch of the National Youth Council (2021-2023) and strengthen them as a formal forum to effectively advocate and mobilize support for the needs and rights of young people of the country. Members took the Oath under the leadership of Special Assistant to PM on Youth Affairs Usman Dar, followed by a reception at the Presi-dent’s Office with the President of the Islamic Republic of Pakistan, Honorable Dr Arif Alvi. The NYC members chalked down their plan of activities, setting deliverables and timelines whilst de-fining the roles and responsibilities of each member.

The NYC members with the assistance of legal expert developed the following documents in 2021:

  1. Institutionalization and Legal Framework for NYC.
  2. This document was developed so that the NYC shall be insulated from any external influences, political meddling, and being used as the personal strong arm of a politi-cal party assuming the governing charge.
  3. SRHR for Youth Policy Draft.
  4. Policy draft for Mainstreaming of Marginalized Youth.
  5. Consortium of Youth Based/Youth-led Organizations.
  6. Policy draft on Youth Employment and Economic Empowerment which includes strategies to increase female participation in the job market.
  7. Policy Draft for Social Protection of Youth.

The annual progress review event was held to share the final version of the policy documents developed. The event was set to review the progress of activities and initiatives with NYC and sharing of updates with other NYC members, UNFPA and the KJ program team. Followed by receiving suggestions from Mr Usman Dar, Chief Guest Mr Asad Umar (Federal Minister for Planning Development and Special Initiatives) and other NYC members. The members also dive deep into the National Youth Development Framework and brainstorm ideas for next year’s working plan.
